President Mahmoud Ahmadinejad said here on Tuesday that the unilateral and oppressive relations must be replaced by just mechanisms.
"The competitions for power and wealth need to be changed to competitions for serving humanity and friendship and the unilateral and oppressive relations must be replaced by just mechanisms," said president Ahmadinejad in an address to the UN food summit in Rome on Tuesday.
The full text of the president's speech is as follows:
"In the Name of God the Compassionate the Merciful
"O' Lord Hasten the Arrival and Insure the Good Health and the Victory of Your Representative and Include US in the Ranks of His Followers, Companions and Those Willing to Lay down Their Lives for Him.
"Mr President,
"Ladies and Gentlemen,
"I am grateful to God Almighty for granting me the opportunity of being in this Summit and I would like to thank His Excellency the Director General of FAO and the organizers of this session.
"Excellencies, Colleagues,
"This meeting has been held for examining the food crisis, "While more than 25 percent of the poor people of the world spend more than 75 percent of their income on food and while the imbalance between production and food consumption is becoming more severe. About half of the agricultural products are produced in ten countries of the world and the per capita consumption in privileged countries is more than two times the global average whereas it is much lower than half of the global average in poor countries and this itself creates crises. The extension of the troubles of today's market to food as the most vital human need for living is alarming.
In a short period of time, the price of some agricultural products has more than doubled while the purchasing power of the poor has decreased accordingly. Without any doubt, the continuation of this situation will result in the spread of poverty and deaths caused by it and also quick social and political developments in many regions and disturb the existing global balances. There seems to be no way out of this predicament. Precise examination and knowing of the reasons behind this phenomenon, is the most logical way to achieve appropriate solutions. Some seek the reason in the unending race for increasing the economic growth in many countries, the increase in the prices of basic industrial materials, the increase of energy prices, use of agricultural products in producing fuel, the devaluation of dollar and the global inflation and some others consider environmental changes and droughts, the increase in consumption, the inappropriateness of agricultural methods and the low level of production efficiency and the weakness of farmers as the major factors for this problem.
"Supposing such assumptions are true, the question is "what is the root cause of all these factors in the world?" Is this the natural progression of the current development model in the world and the market mechanism or has external factors caused this worrying situation by interfering or imposing certain policies?
"In my opinion both factors have been effective in this regard and have actually complemented each other.
"Basically, a development system and the market mechanism without a powerful, decisive and proficient controller to regulate the relations in the world in a just way is devoid of credibility and sustainability. Today, we are deprived of such a controller and, more importantly, we are witnessing organized, targeted and, of course, detrimental interferences by some political and economic powers in economic equations as well as in the market.
"Let me touch upon a very important point. Your know that the devaluation of dollar and the increase in energy prices are two sides of the same coin which are mentioned as some of the reasons behind the recent troubles. But what is the reason of this phenomenon anyway? "You know that the devaluation of dollar is to some extent unintentional (caused by external factors) and to some extent intentional. Today the planners of some big powers act in order to devaluate dollar because on one hand they have no choice but to lessen the consequences of their performance in the past, and to impose their will on the market on the other. The long years of inflation and economic problems of some powers have been imposed on other nations through injection of dollars without backing into the global economy.
Today that the absorption capacity of the global economy has decreased and others have entered the arena, these damages have returned to where they were created in the first place. The supplying of expenditures of wars and occupations, compensating for heavy and profligate consumption and filling the pockets of the global capitalism by emptying the pockets of world nations have been undertaken by the vast injection of dollars without backing and today its reflection is visibly seen in the devaluation of dollar; a phenomenon that has put all the economic relations of the world on the verge of destruction.
"In the field of energy, too, irresponsible interferences are clearly seen. While the growth of consumption is lower than that of production and the market is full of oil, prices are constantly on the rise and this situation is completely artificial and imposed. It is very clear that hidden and unhidden hands are at work to control the prices mendaciously to pursue their political and economic aims.
By the way, why do some of the powerful and international capitalists do such things? Is their goal supplying the expenditures of wars and occupations? Is their goal justifying the investments in new sources of energy in the depths of seas, in the North Pole or in other regions? Or maybe there are other matters at play? On one hand, they artificially keep the price of oil and energy and the taxes of their consumption high, and encourage the extraction of fuel from the basic agricultural products, on the other hand. Then they consider this as the pretext for the increase in the price of foodstuffs. Worse than that, they form a line against the development of production and use of nuclear energy which is clean and cheap.
"On one hand, they impose laws like the reduction of the agricultural import tariff on nations in the name of free trade and, on the other hand, they eliminate many weak farmers in other countries by granting subsidies to their own agriculture sector. Why do some powers turn the food of the people into an object for profiteering and attaining illegal financial sources and keep hundreds of millions of people in poverty? Why do some powers trespass all human boundaries and moral values in order to secure wealth and world domination? Why do they act like this, anyway?
"My Friends,
"The questions is: "What is the solution?" Can their ceaseless avarice and unappeasable appetite be contained? How can the mechanisms of the UN improve the situation when some of these powers decide for the Security Council which is the highest decision-making body and make instrumental use of it? Basically, how can the existing mechanisms solve the problems when every country pursues its own policies based on its interest and when various wills and
occasionally-devilish motivations, and vast facilities are employed to impose unjust policies on global relations? If such mechanisms could cause any improvement, would the world end up like this? Would official statistics inform us that more than one billion poor people whereas the world's per capita annual production of grains is much more than four hundred kilograms? Therefore, it is obviously clear that the status quo is the result of faulty thoughts and managements and ruling mechanisms, for whose betterment it is essential to change the present thinking and management as well as the ruling systems of the world. In such circumstances, the necessity of propagation of religious and humanistic thoughts and ethical values and the coming to power of the righteous and justice-seeking managers is felt more than ever; a management which is based on healthiness, love of humans and monotheism. The competitions for power and wealth need to be changed to competitions for serving humanity and friendship and the unilateral and oppressive relations must be replaced by just mechanisms.
"Although generally the nations have become more and more disappointed in the efficiency of the existing ruling mechanisms in the world and due to the urgency and importance of foodstuffs in preserving the lives of humans, some items are now proposed:
"1.The formation of an independent powerful body, obeyed by all countries, to justify regulate the food market and organize all its related issues from production to consumption.
"2.A proper share of the military expenses of countries to be spent on improving the food production and food subsidy for the poor.
Security can be established without the expansion of lethal weapons and with kindness; however, one can not live without food.
"3.Making privileged countries dutybound to accept more responsibility with regard to global developments and to participate in regulating the food-related issues.
"4.Redefining the tariff and subsidy system of foodstuffs in order to have a just production and distribution.
"5.Making big powers join respective conventions in order to preserve the human environment and prevent the spread of pollution and deterioration of atmosphere so that further destruction of farm lands and spread of droughts could be averted.
"6.Forcing the bullying powers to resort to peace and amity instead of occupation and warmongering and to spend their militaristic funds on performing the agricultural situation in the world in order to help the poor people of their own countries and other countries.
This is in everybody's favor.
"7.Prohibition and containment of proliferating and deceitfulness in energy and the preparation and implementation of a master plan for producing and distributing different kinds of energy.
"8. Making universal efforts for the expansion and the rule of ethical and humanistic values as well as the coming to power of pure and monotheistic managers.
"Just like before, the Islamic Republic of Iran is ready to put its experience at the disposal of others and have active and constructive participation in this trend.
"In conclusion, I would like to thank His Excellency, The Director General, all the organizers and the audiences. I pray to God Almighty for the removal of the problem of humanity and for the solidarity and fraternity, the development of humanistic spirits in the powerful as well as the arrival of rule of the righteous.
